"Equal Treatment" vs "Equal Opportunity"
Many nondiscrimination laws, whether Federal, State, or local, are designed to make sure that people who are members of a particular targeted group (such as women/men; people of color; people of a different religion, ethnicity, or sexual orientation than the majority; or people who are younger or older than average) are treated the same as people who are members of the dominant group.
Disability nondiscrimination laws, however, are different, because people with disabilities face additional barriers to success. In many cases, treating a person with a disability the same as a person without disabilities will not be genuinely fair treatment.
