A One-Stop Center allows various groups to use its meeting facility. However, the Center refuses to let a support group of family and friends of people with HIV use its meeting facility because the Center’s director is concerned that customers will be afraid to come to the One-Stop because of fear that they may catch HIV. Are the center’s actions prohibited under Section 504?
